Bangem Council has emerged as a model of efficiency in the execution of Public Investment Budget, PIB, for Kupe Muanenguba Division, South West Region.

This was revealed by the Divisional Delegate of Economy, Planning and Regional Development for Kupe Muanenguba, Ntoi Eugene on October 31, during the third quarter Divisional Participatory Follow up Committee Meeting for the Execution of the 2025 Public Investment Budget.
He disclosed that Bangem Council with five projects has a physical execution rate of 94.36% (percent), and financial, 53.19 % (percent).
He said Nguti Council with 13 projects comes second with a physical execution rate of 79.50 percent, and 38.86 percent financial.
Ntoi regretted that Tombel Council with 11 projects tails the execution list with physical execution rate of 31.16 percent, and 6.62 percent financial.
He added that for the entire division, the physical execution rate stands at 66.45%, and financial execution rate of 29.66%.

Earlier in his welcome address, the Vice Chairman of the Divisional Participatory Follow up Committee Meeting, Akame Gabriel Ntungwe, congratulated Bangem and Nguti councils for their improvement in projects execution within their municipalities.
He frowned at Tombel council for always taking the last positions in the past years.
Akame urged stakeholders within the execution chain to redouble their efforts in the follow-up of the execution of these projects so that during the fourth quarter, they must have attained 100 percent physical realization respectively.
The Vice Chairman appreciated the Senior Divisional Officer of Kupe Muanenguba, Nguia Beina Theophile for his action against recalcitrant contractors and civil servants in the division.
“I am optimistic that this impetus from you will move this division to another level.” He added.
Query Letters to Mayors
At the end of the meeting, stakeholders expressed dissatisfaction with the absence of the Mayors of Nguti and Tombel at the follow-up meeting.
One of the participants, Epinkwelle Etone regretted that it was baseless for stakeholders to rally in a follow-up meeting for project executions by councils and mayors or their representatives are absent.

The First Assistant Senior Divisional Officer for Kupe Muanenguba, Djaone Mouigoum instructed that a letter of observation be served to the mayors of Nguti and Tombel for their continuous absence from PIB meetings.
The Ultimate learnt that the SDO, Nguia Beina Theophile issued a query letter to the Mayor of Tombel for not attending the monthly follow-up meeting for September or send any representative from the council.
