The Governor of the South West Region, Bernard Okalia Bilia has installed the 13th Senior Divisional Officer, SDO of Kupe Muanenguba, Nguia Beina Théophile.

T`he installation ceremony took place at Paul Biya’s Stadium, Bangem on August 5, 2025, following July 22, 2025 “`Presidential Decree appointing the new SDO of Kupe Muanenguba.

In his installation speech, the governor commissioned the new SDO to implement government policy in various domains, utilize the rich experience in his diversified career to solve existing problems, and others that may arise in the course of his tenure.

He told the SDO to constantly refer to the laws of the country in every decision taken.
Governor Okalia also told Nguia to exercise proven neutrality and objectivity, as well as the respect of local customs in the handling of chieftaincy consultations and disputes.

He further told him to resist all forms of pressure from contesting parties or their supporters in order to avoid controversial decisions which jeopardize the credibility of the administration.

To the outgoing SDO, Mungambo Ekema William, the governor lauded him for his achievements in Kupe Muanenguba, especially his determined efforts to a return of peace and social cohesion within the division, despite the prevailing atmosphere.

Governor Okalia also congratulated the outgoing SDO who has spent three years six months in the division and wished him success in his future career.

Earlier on, the Mayor of Bangem Council, Ekungwe Christopher Kang congratulated the new SDO, and welcomed him to Bangem, the ancestral town of the Bakossi people and headquarters of Kupe Maunenguba Division.

He assured him that the population is ready to work with the administration for the well-being of the division, as he will continue in the footsteps of his predecessor, and bring innovations to tackle challenges within the community.

Biography
Nguia Beina Théophile who hails from the East Region, was born on July 1, 1973 in Bafang.
He did his primary education in Garoua, and secondary education at Lycée Classic Garoua and Lycee Classic, Bafoussam where he obtained the Baccalaureate in 1995.

He later enrolled in the Faculty of Law and Political Science in the University of Dschang in 2001 and graduated with a B.Sc. in Law and Political Science.
In 2002, Nguia wrote and passed the entrance exam into the Advance School of Administration and Magistracy, ENAM and graduated in 2004.

He began his career as Chief of Service at the Department of Human Resource, in the Ministry of Territorial Administration, MINAT in 2006.
Three years later, he was appointed First Assistant Senior Divisional Officer for Ambam from 2009 to 2011.
The new SDO has also served the administration in the following capacities, Divisional Officer for Nanga Eboko.

Until his appointment as SDO of Kupe Muanenguba, he was the Secretary General at the East Regional Governor’s office, from September 2019 to July 2025.
He has taken training programs in domains such as the management of human resources, management of crisis and post conflict situations.

Nguia is married and a father of nine children.
